Specification for complete IP CCTV system for a building



1. System Concept & Functional Requirements

The main purpose of the proposed CCTV surveillance system is to identify monitored and recorded any suspicious or illegal activity of interest that is occurring. The initial survey determined to install 32 camera locations which include monitor zones.  These cameras shall capture facial images of employee and visitors to the building. In addition, cameras shall install around the perimeter of the building including entrance and exists and unauthorized access to specific areas.

The images of the cameras will be monitored separately from three different locations at ground floor, first floor and in the director office which are located at the premise. In addition, all recording equipment should be placed at the office of the Director . Successful bidder shall carry out the entire system installation, commissioning and testing. Proof of Concept shall be conduct at point of delivery to ensure high quality live video streaming from each camera.

2. Image Capturing

Indoor/Outdoor Fixed Dome:
The product specified shall be a fixed dome, with high resolution wide dynamic color camera. These cameras shall temper resistant shall mounting on a wall or ceiling with suitable heights and distances to capture required field of view as in the specification. (Annexure 1)

2. Camera Locations.
The successful bidder shall adhered listed operational requirements of each camera prior to installation. 
3. Specifications NVR, Monitor (Annexure 3/4)
Video images from all camera locations shall record separately in the network video recorder. The continuous recording ability of information from all cameras should be for a period of not less than 30 days which is available for client to take as evidence.

4. Network Design
The wired network solution shall provide guaranteed bandwidth to ensure high-quality data transmission from each camera.

5. Warranty
Two years comprehensive warranty period for whole system from the date of the commissioning. In addition, Successful bidder shall provide specified maintenance cost at the time of the bidding.


6. Maintenance
All maintenance shall be carried out in reference to the manufacturer’s recommendations and equipment properly reinstated after testing. When serviced the CCTV system shall be inspected, tested and adjusted to ensure correct operation in line with the functional requirements.

7. General requirements
A supplier shall follow following guidelines for camera and related equipment installation.
  1.  Appropriate mounting options should be provided by bidder include camera pole, camera hosing (weather resistant IP 66) and mounting accessories. Further, All outdoor equipment must be weather proof and shock proof complying IP 66 standards.
  2.  Cabling should be “future-proofed” and has sufficient capacity to handle the desired network load.
  3. A care should be taken by the supplier to ensure that cameras are not located in place where they can be subjected to tampering or accidental adjustments.
  4. The Camera field of-view should not be obstructed, nor should cameras be pointed directly at bright light sources.
  5. A care must be taken to position the camera in a manner that minimize reflection, glare and other obstructions that can interfere with a clear view of the persons or objects being recorded.
  6. Exist and entry point cameras should be located where it can obtain a frontal view of head and shoulder of person who are entering and leaving from the premises.
  7. Equipment mounting, wiring etc. shall be carried out using proper mounting brackets, pipes, bends, and cable glands. There shall not be hanging cables between camera and mounting devices and there shall not be any loose joints, must use proper nuts, bolts, joints etc. for this installation data cabling should be of Solid copper type. 
  8. Images recovered from CCTV system are sufficient to enable identify the people and objects for the analysis and investigation purposes.
  9. Bidder shall inspect the site and offer the quantity require network switches/racks and all other necessary camera accessories before quoting.
  10. System must be provided with adequate power. Backup power sources and surge protection should be included in the system design to ensure that recordings are preserved in the event of a power loss.
  11. All aspects of the physical installation should be documented during the actual installation process and handed over to the company This documentation should include Physical network layout showing all cable locations and the cable and port numbering scheme. (Camera and server IP addresses, As-built floor plan showing camera locations, Camera parameter setup list) In addition, all software CD’s related to system should be handed over including license keys
  12. Precaution must be taken to ensure the NVR in a restricted access location, such as a locked steel cabinet is strongly recommended. In addition proper environment controls must be implemented according to the manufacture’s specification.
  13. The bidder shall conduct site surveys necessary and sufficient to ensure that the requirements of the specification are met in full and that all indicated functionality is retain as required.
